Hi I was just wondering if you can get a helicopter in the first city with only a about three levels done please help. Thank you

At the airpot south west entrance next to the runway is a helipad and there is a helicopter

Yes you can go through the airport entrance and go between the yellow ramps and the building there should be one there. Go to the Downtown police station go to the side there is an alley go up the ladder to the left then there is another little ramp go up that and there should be a policemaverick.
