While there are no planes or helicopters you can obtain and fly in free roam, you can however obtain a helicopter in the Staunton mission False Idols. It would be locked however on this platform, so don't bother stealing it using the PS2 method. You need to blow up the heli with an RPG while it flies over the Belleville Park main road en route to the radio station, and then push the wreckage using a heavy vehicle to your Staunton garage to restore it, given that on this version you can restore destroyed vehicles in your garages. The heli would fit just fine in your big Staunton garage and can be saved there. Store it diagonally, front first. This method would require however that you fail the mission by allowing your other targets to reach their destination.

On the PSP, there's a glitch in an earlier Portland mission Calm Before a Storm, where you can bypass a mission checkpoint marker using a PCJ, as a result of which you can be able to steal an antagonist's helicopter. You can't save the helicopter though, given that at that point in the game you do not have yet a big enough garage where the heli would fit. Another reason is, you can only fly within the Chinatown vicinity, and going further than that area would result in your getting wasted since the mission script would delete the aircraft in the event the mission fails.
