I'm stuck on the second city and no more missions appear mi last mission was "counterfeit count" and iven done all the public phone mission the only left are races and the third city still appears unlocked I've tried using and old file to pass it again but nothing happenes can I do anything besides start a new game

There must be more missions like the Church Confession. You probly have to delete the file and start again. Also cheating may be the problem.
