You just have to be patient with them sometimes beeping the horn at them will help get their atteion
All you do is pull up in a car beside them and if they are intrested they will move up to the car then stop, then you drive slowly then if they are following you stop, they will get in the car. It allso helps if the car is undamaged, once they are in the car take them to the carpark in front of salvatores mansion.
