We should drive fast towards any beach and just before reaching ,press triangle and you will escape from the car and mission will be finished
That guy answered you're question but probably you can't do it coz you did the cheat cars drive on water
You can put car near river then go back of car and push it in the river.
The best way is for you to drive to that uncompleted bridge with high speed and jump out of the car so the car could move inside the river
