Yup, indeed there is. However, I tried becoming one-curiosity ;)
It messes up the game if you save while your a girl, so don't save it!

No,unlike GTA III,this game makes you stay as one character throughout really sucks doesn't it?

I haven't heard of a cheat where it makes you a real girl, but there is a cheat called Random Ped Costume. You could find a girl, but it will only be a costume. If you are a girl and you are in a mission, listen to the girl's manley voice. The cheat is L,L,Left,L,L,Right,Square,Triangle.
