I try to plant the tracking device on car after following guy in the pink umbrella,but after I get it on,I can't seem to move.What am I doing wrong.I have about 9 seconds left,but can't get clear of them seeing me.Help!

You must plant the bug in nine seconds or you freeze.
You have to really quickly put the bug on the car and run to the house on the right.
This is a common glitch that several other players have reported. The only way to fix this is to go back to the nearest auto save of the last mission that you have completed.
This bug it occured to me if you are using cheats like me then fail the mission go to the nearest safehouse and save then exit the game and reload the game after that load the save but after loading the save do not use any cheat go start the mission it worked for me though without any bug
