Anyone know how to get cinder crystals and serpent horns?

Check the database's "salvaged materials" section for the cinder crystals, which is most likely in an area of difficulty 4-6. The serpent horns however, is an item that can be obtained via storage transfer or hunting the designated Aragami.
Pretty easy. Just keep taking on Hannibals, especially on difficulty 10. I suppose you're aiming for the blood surge X.
OK let's start from serpent horn. You can get it by fighting hannibal at Difficulty 7. And cynder crystal by fighting hannibal at difficulty 8.
U can get cinder crystal and serpent horn by defeating Hannibal.note-the higher the difficulty, the easier to get this item
Man it's easy just terminate all hannibal missions in every difficulties or just keep unbounding Hannibal's Wrist, Scale and head.
don't let your guard down till you got home
You just need to crush the oracle cells and defeat hannibals from dficulty 10 that way you can get....
