I'm on the last part of the game and what level do I have to be

I gave the ultima to Firion the current level up on it is Lvl 9 But I'm not in Pandaemonium right now I'm still in the jade passage.

All spells under level 10 are useles, also have Cure, Protect, Shell, Esuna, Haste, Aura, Fire Blizzard, Lightning, and Blink at 14 . Holy, Flare and Ultima should be a high level as well. Weapon masteries should be at max to be effective. Your white mage and black mage should have spirit and intelligence (respectivly) maxed out. HP should be 3500 for all characters except Leon (unless you trained him) MP should be 500 for your mages. Equip the Blood Sword to your main attacker, along with the Excalibur or Masume. A Rune Axe should be essential for your axe fighter. If you have the Yochi Bow give it to your archer, and the Ripper if you have a dagger user. That should be enough to make it through the Jade Passage and Pandaemonion.
