how do you unlock the beastmaster class in Disgaea2: Dark Hero D

I can't seem to unlock it I have unlocked all but but this class I even read wika of disgaea and it says this: A Beastmaster becomes available after capturing a monster (tossing it into the Base Panel), then passing the bill "Make a Beast Tamer". but I did and still nothing any help would be appreciated

You can go into level 1-1 and throw a orc into the base panel(make sure you have people in the base panel.there's a 50-50 chance you will capture it or you base panel got destroyed and everyone in it dies.but the orc should come out with 1 hp. And I also warn you, it don't work on bosses and humanoids(I once threw a lv 1 beast master into my base in item world...)

It is actually the "make a trainer " bill that you have to pass.
