Naruto: Ultimate Ninja Heroes 2: The Phantom Fortress Cheats for PSP
This feature becomes available when you complete ALL 100 floors of Mugenjo mode. In Another Story mode you find out what happened to Jiraiya, Shi (Zune) and Tsunade.
When you create a team in Heroes mode which include the indicated characters that team will recieve a bonus skill.
Unlock Akatsuki Team:
Select Itachi and Kisame.
Unlock Association of Ninja Thugs Team:
Select Itachi, Kisame and Orochimaru.
Unlock Author & Fan Team:
Select Jiraiya and Kakashi.
Unlock Cunning Master and Student Team:
Select Tsunade and Sakura.
Unlock Dark Alliance Team:
Select Sasuke, Orochimaru and Kabuto.
Unlock Eternal Rivals Team:
Select Kakashi and Guy.
Unlock Hard Workers United Team:
Select Naruto, Hinata and Lee.
Unlock Hokage and Assistant Team:
Select Tsunade and Shizune.
Unlock Hot Blooded Master and Student Team:
Select Guy and Lee.
Unlock Leaf Jonin Team:
Select Kakashi, Guy and Shizune.
Unlock Maidens in Love Team:
Select Sakura, Ino and Hinata.
Unlock Master & Student Team:
Select Naruto and Jiraiya.
Unlock Shadows of Evil Team:
Select Orochimaru and Kabuto.
Unlock Team Byakugan Team:
Select Neji and Hinata.
Unlock Team Genius:
Select Sasuke, Neji and Shikamaru.
Unlock Team Kakashi:
Select Naruto, Sakura and Sasuke.
Unlock Team Sharingan:
Select Itachi, Sasuke and Kakashi.
Unlock The Cursed Team:
Select Orochimaru and Sasuke.
Unlock The Guides Team:
Select The Third Hokage and Tsunade
Unlock The Leaf's Greatest Team:
Select The Third Hokage, Jiraiya and Tsunade.
Unlock The Legendary Sanin Team:
Select Jiraiya, Tsunade and Orochimaru.
Unlock Those Who Know Loneliness Team:
Select Naruto, Sasuke and Garra.
Unlock Triple Trouble Team:
Select Naruto, Kibe and Choji.
Unlock Uchiha Clan Team:
Select Sasuke and Itachi.
When you complete the the following tasks the corresponding character will become unlocked.
Unlock Hidden Mugenjo:
Complete 100 Floors of Mugenjo.
Unlock Itachi:
Complete 30 Floors of Hidden Mugenjo.

Beat Heroes mode on Insane difficulty setting.
Unlock Jiraiya:
Beat Heroes mode on Hard difficulty setting.

first complete all heroes mode chalenge then complete the mugenjo mode then complete the hidden mugenjo mode after a text will apear "all characters unlock naruto:ultimate ninja heroes 2:the phantom fortress completed"
First you go to heroes mode and select(The Finest Healers) then complete all 5 stages after that go to (The Mugenjo) there you go up all 100 floorsafter you completed a screen will come up and say Tsunade unlocked,Jiraiya unlocked, Orochimaru unlocked,Shizune unlocked,Kabuto unlocked,Sasuke unlocked now go have fun with your new characters

First, unlock Jiraiya, Tsunade and The Third Hokage. Then select the 3 when you selected "Custom Team". After doing so, press OK and you will hear a sound saying that it is one of the hidden teams. The team is powerful so use that as an advantage.
When I found that this there is a missing team, I found out that there is a secret team called "The Leaf's Greatest". Members for it are purely characters that needs to be unlocked. You need The Third Hokage, Tsunade and Jiraiya and select these 3 characters on Heroes Mode then you should unlock the team.
