Instead of wasting bullets on weak enemies you only have to shoot once, just switch your weapon the the Silenced PP7 and start running up to regular enemies you always fight and start fighting them with some hand-to-hand combat. It's easier and cooler plus, you don't need bullets and the enemies have bad aim so what's there to lose?
