Description Of Route 23:

Since you have all Eight Kanto Gym Badges, you will be allowed through all the Poekmon League Gates on Route 23. This route has a number of Wild Pokemon, and leads your trainer straight to Victory Road. Like many other caves, Victory Road is found in the middle of Route 23. Because of this, the north side (on the opposite side of Victory Road) of the route also leads to Indigo Plateau (where the Pokemon League is found).
