Beckoning Bell

Why is beckoning bell consistantly greyed out no matter where I go? I'm online, the network is set is set to worldwide and I have insight.

Have you beat the boss in the area you are trying to summon in? If so, that is why. Your beckoning bell does not work in locations you have already defeated the boss in.
