The speed of your dual wield attacks is always the same as the speed of the weapon in your left hand. So if you have a Dagger in your left hand and a Mace in your right, your dual wield attacks will be at the speed of the Dagger! Likewise, if you have the Mace in left hand instead, your dual wield attacks will be at the speed of the Mace.
