Any way to make NPCs age? PS3

Is there any way to make other sims in the world age? My one sim turned into a young adult while he was with a female sim in high school. I bought a birthday cake and tried to do the early aging trick but it won't let me select her to blow out the candles. Also I have Story Progression enabled.

Go into your setting a adjust the Sims life spand just for a short whole and the other sims should age up rather quickly.
