Why (or how) do I get the fire meter to come down?

Read the Lesson on Fire Meter at the start-up menu.
Tells you that if you buy a bigger lot, you can buy more things.
And you can lower meter by moving items from Household Inventory to your Sims Inventory (for small items) or Off-Site Storage.
Items in Household Inventory still count towards fire meter, so if you ain't using it, sell it.
