U can't, you can hav you're shirt black and red but not like theirs. If you think about it, their's looks fake to you're red and black. Too bright on theirs. Besides, thats just the guards, the actual ranked officials wear the classic mobster clothes. To hav their clothes, go to the PS3 marketplace and buy the 3 free packs in there. U'll get their suits, the classic gangster zoot, and some xtras. U can also get a 50k pack and a Favor Pack. Free.
