When you first start the game you can customize your gender completely. If you're already in the game, you're stuck with the hair you have until you start a new game.

you can also go to thieves guild and pay a 1000 gold to change it
Guest answered:

You can only change your hair at the beginning of the

Game.

Guest answered:

Unfortunately no. The closest you can get to doing so is go where you have lots of light. Somewhere you can clearly see your characters head and face.

Press the tilde key (` ~) otherwise known as the key under "Escape" usually. Type in "Showracemenu" without the quotes. You'll enter the character creation screen letting you change scars, war paint, skin, facial features and hair/facial hair as well as the color of it all.

Should be noted that doing this does not have any effect on your characters skills. Even if you change race or sex, everything stays the same save for race exclusive abilities.

Guest answered:

You can now! If you have the Dawnguard DLC installed you can find a Bosmer named Galathil in the Ragged Flagon

Guest answered:

It is possible on the PC version using console commands.

Guest answered:

Just type on ~, "showracemenu"

Guest answered:

Go to your wardrobe in your bedroom and select "Browse clothes". From there you can change your hair, clothes, or whatever you want.
