Question for The Elder Scrolls IV: Oblivion

Penguin's in trouble!
I kinda got suspended from the mages guild! I tried to steal from that blonde broad in Skingrad who leads their Mage Guild.

I've gone back to the imperial city to redeem myself and I need to find 20 Dragon tongues and 20 flowers of some sort!

A) I have no idea where to find them!

B) I've got that little freak wood elf following me from the reccomendation in Skingrad!

C) Daedra are attacking everything! But that doesn't worry me, they die easily!

Somebody help me please. I want to make my own spells! I can't do that while suspended!

I know that the Dragon Tounges are around forts, I've seen em around there, and you may be on the part of the Main Quest where the deadra attack the Imperial City (sorry for the spioler) if not then I don't know what is happening.

Look around in stores they might have them. Just get one of each and use dupe cheat to get more.
