Actually no, you can't get a shovel in the game as far as I know. The treasure is in a well hidden area. Here is how to get it. First go to the Hanging Rock, once there you need to go between the rock where the tree is and the big rock to the right of that. There is a little path that leads back there. There should be a pile of rocks in the path somewhere. When you find it, you need to press Triangle or Y to inspect it. That is when you get your gold and the next treasure map. I hope I helped.
