Do the bounty hunting more often in each county
1) New Austin (Blackwater)
2) Elizabeth (Armadillo)
3) New Mexico
This would probably increase game completion but I am not sure if it will make 100%

Bounties count for 0.1% or 0.2% I believe, so carry on doing bounties in each region until you've compelted a couple of the "?" bounties. That may lift your completion to 100%
Also be sure to have compelted jobs and such. I was aware that there was a percentage glitch early on in the game where there was a missing 0.2% in the overall completion. Perhaps you've encountered the same glitch.

I can't figure it out either I'm 99.5 too and have kept collecting bounties till I'm blue in the face. Well after the ? Bounties started coming up. Ive done and redone all the games and I'm pretty fed up with it. Hats off to rockstar games for making a killer game and then screwing us at the end. Who wants that last outfit anyway. I'll just use the cheat code to get it.

I too have 99.5% completion. I have done all the bounties till I'm blue in the face. Completed all the games making sure to make profit in each one. And I have discovered all bounty locations and have kept doing them well after the ? Bounties started coming up. Still nothing. Must be glitch. Hats off to rockstar games for making a killer game and screwing you at the end. Who wants that last outfit anyway? Use the cheat to obtain it

I like your answer of using the cheat to finish rRed Dead, and I'm perfectly happy to do that and finally move with my life. Geeeezuz!! Looking for 0.5% of a question mark is insanity. Thanks Rockstar for making me look stupid to myself.
