Beavers are easiest to find near the river in the north west corner of West Elizabet. The easiest way may be to just run around Bearclaw Camp for a while, as the Beavers quite often spawn at the camp there. however, there is also lots of deers, racoons and elks there, so if you want to make loads of money while waiting for the Beaver, just kill everything that moves, and you'll come home with both beaver and skins for 1000$ ;D

Take the trail out of West Elizabeth that heads towards Tall Trees or Pines along the river. They're all over that area. Especially up in the hills.
