Reyes rebel outfit
I cant seem to get the reyes rebel out fit. On the outfit menu for it. It says purchase scrap 6 at general store in Escalera. I finished all the other scraps, All i need now is this scrap 6. When I go to the store in escalera it says rebel scrap unavailable. I also put the tracking on the map to mark it purple and it does but when I get there the purple mark is gone and the store says unavailable for the scrap. Can anyone help me with this? Thanks

Your 100% positive you have all the scraps for the Reyes rebel outfit? If that's the case, my only suggestion is to carry on with the missions for a while, then try again.

You have to finish all the Mexico missions first, but when I went back none of the shops had shop keepers so I couldn't buy anything! So frustrating. Bit of a glitch I suppose. All you can do is do more side missions/story missions in West Elizabeth and check back at Escalera to see if the general store shop keeper has respawned. Until he has, you can't buy anything.
