You can find a map in the game when you defeat the robot captain and that tells you where the palns are

I can't tell you where all opf the holoplans but here is the rundown After you beat Captain Slag and are about to go to Planet Reepor you get an item that reveals all the hidden locations of Gold Bolts and Holo Plans. To know if your planet has a holo plan check the screen when your on Aphelion and on the bottom of the screen where the summary of the planet is you will see two symbols one represents the Gold Bolt and the other the Holo plan if you already have the holo plan then the symbol for the holoplan will be bright if you have more questions then come back and I will happily help
