To move the bolt off of the roof, carry it off the wooden planks and onto the sky lights instead of walking all the way to the metal ducts. Then carry it past the mouse traps and to the right. When you put the weight on it's proper platform, the rope will lower and pull the magnet up to you.
To get linguini to help you, you must first distract the pastry chef that's in front of him. As you make your way around the counter top, hit the toaster with your tail and it will make the toast pop up and the toaster will malfunction. Then you can go over to linguini.
