In your dossier, select that mission as your priority and then follow along to the waypoint! Hope that helps ya out a bit.

Go to the garage were your cars are kept in subway town go to the empty car stand right of the door you go through to get to your cars and it should rise up to let you get into a lift to take you down to the resistance base.
