How do you get level 4 parts without the cheat?

I used the cheat to unlock all things but after the update I dosen't work any more. I beat the game yet I still don't have them. Also can you get the bugatii on this game?

You unlock stage 4 parts by domonating race day events without the cheat and you can't get a buggati.

Actually, you can... IF the Energizer Lithium Pack wasn't only for PC at this point in time.

I unlocked every thing and dominated all tracks then download the engined lithium pack but only have stage 3 parts
