Why is solid snakes cloning process failing ?

There hasn't been an explanation for that really but that might have been the same with Liquid and Solidus too but you wouldn't know since Solidus is already dead and Liquid has posessed Ocelot through his arm.
If you remember back in Metal Gear Solid, Ames ordered Naomi to infect Solid Snake with the Foxdie virus. Later on after Naomi found out how everything had really went down, she altered the virus in Snake's body so that he would not die right now, but later on in the future. Which happens to be now. Hope this helps.
He was designed to age at twice the rate so the tecnology used to clone him is lost.
The cloning process isn't failing, it is working, thats what was meant to happen.
Well basically as a fail safe; Snake had his genetic structure altered so that he would age at an accelerated rate in comparison with the speed of a normal human being, this is why he appears to be old when he is only in his late 40's. He is only alive due to the nanomachines in his body keeping him alive, otherwise he'd have died not long after the Shadow Moses incident.
