Although maximizing downforce may increase your performance points for a particular car, there is a trade off: Increasing downforce will improve the handling (or grip) of your racer allowing you to more easily navigate curves, however, your maximum speed through straightaways will decrease with the greater air resistance.
Maximising downforce essentially gives you more grip the faster you go (due to wind/air resistance). Time Attack cars and Formula One cars go for as much downforce as possible for this reason as there's lots of cornering involved where you need lateral grip.
However, in racing disciplines such as NASCAR or drag racing where there are very few or no corners, you want very little downforce in order to reduce drag and get the absolute best top speed out of your vehicle. In NASCAR slipstreaming comes very much into play and effective use of it can make or break your race.
