Um, I personally haven't tried to equip my Nissan Skyline GT-R V-Spec II Nur with either dirt or snow tyres, but if you can, you'd have a 770 BHP 4WD monster.
If that doesn't take it, the Suzuki Pikes Peak Escudo (or Dirt Trial I think it's called in this) would be the fastest I'd assume.
The Escudo is by far the fastest on both, but on a lower budget, try the Nissan 350Z PENNZOIL.You can get about 800bhp out of it, but you need to turn traction control off to go anywhere
