No but you can fly choppers. And big citys tend to not have big planes flying around bildings. That why they are not in the game

Yes I know it sucks but you can only fly helicopters.

No planes at all. But you will be able to fly helicopters and you have a buddy you can call and he'll come to pick you up in a helicopter.
