Mods are only used on PC, I don't think that you can use mods on the PS3 system.

Hmm, never heard of that on a console, I am 100% positive that is not done on a regular xbox360 or ps3 console but rather a pc or something.

It will not work on a console (PS3/XBOX360) but on PC you could. Although on PS3/XBOX360 you could spawn vehicles, get weapons, health, ammo, reduce wanted level, and add wanted level by typing on your phone different phone numbers and it will say cheat activated and it will spawn/show up near you or in your inventory.
