PMP 600s are usually parked. On the mission wherein you break in into a museum, there will be 3 PMP 600s that will trap you and full of enemies inside. Just get anyone of them and complete the mission. That's the only one I can think of right now.

At certain times of the days they appear on the second island.

They are usually easy to find in the centre right part of the 3rd island you unlock. I love them and had to ask my mate where to find them ;)
