The best sniper position would have to be the tallest building, the cops can really get you up there, just make sure it's not the empire state building, there are doors in which cops can enter and get access to you

I know a great position at the airport. Grab a helicopter & fly up to that massive building if you know what I mean. It's the 4th one up.
