The best sniper position would have to be the tallest building, the cops can really get you up there, just make sure it's not the empire state building, there are doors in which cops can enter and get access to you

I know a great position at the airport. Grab a helicopter & fly up to that massive building if you know what I mean. It's the 4th one up.

Buildings or a crane I prefer building that cops can't get to but some are to tall and you can't see properly so a crane and with a crane cops have never come up to get me when I have done it and if the police send out a helicopter shoot the pilot or both of the ginners if you shoot the pilot the helicopter will explode but if it falls in water it might not explode and they will not send another one out until you get six stars
