What you do is, stay on the roof and stay consantly scoped in on the meeting when they get red arrows above their heads, shoot them and then it says Packie is in trouble. Look to the left of the alley and shoot the person trying to stab Packie. Then kill the rest of the people and shoot the man trying to drive away in the van.
