Different random characters come out at different times but always at the same place.

Yes, Alex gives you a 50% off all clothing
Carmen heals you when you ring her
Kiki can remove up to a 3 star wanted level

They have to like you enough though

Random characters just come out randomly but always the same place. Yes you can date them because they will help you out later in the future with missions or if you are just exploring. I hope this helps!!

That is why they are called random characters because you don't know when theyr coming out. Kiki and carmen are the ones you can date.
