Derrick because if you leave Francis alive he will give a free loose you wanted level and also ou didnt finished all Francis missions. Hope this helps.

Kill Derrick because you should "put him out of his misery." But kill Francis because he's a low life scumbag and should never see the light of day.

It is better to kill Francis because if you kill derrick you are not able to complete 100% of all missions he has more missions after that
