I belive it's L1 for the PS3 version, to hail the cab, and then hold triangle to get in as a passenger. If you simply just press triangle, you'll hijack the car, so be careful.

When near a taxi press L2 and Niko will whistle at the taxi and wave his arms. The taxi will then pull over at the nearest possible place. They won't stop in the middle of the road. Sometimes a taxi won't stop at all. Thats usually cause the taxi already has a passenger or the driver can't find anywhere to pullover.

Press L1 alot. If the people's in there, the cab won't pull over.
