Question for Final Fantasy XIII

Archyite steepe how do you jump up on the higher parts of the mounds using the green glowing circles

You need a Chocobo to get to the higher areas.

Chocobo's are available after you complete Missions 1-14.

14 is where you get the item that let you ACTUALLY ride them. And you can find chocobos spread out all over the Archyite Steepe.
