1) Does the companions Lily and Raul have any side missins or quests, if so how do you get to them? 2) Is the game play any different with the wild wastelander perk, if so how?

Yep, Raul has the Crazy, Crazy, Crazy quest. And Lily has the Guess Who I Saw Today & Lily and Leo quests.
The Wild Wastelander perk just makes things a little.. Odder. Some minor things in the game are made to be a bit more funny. For example, in a certain part of the game where bandit's would be, they might be replaced with aliens.

Also ther is 1 unique weapon you get with the wild wastelander perk which is the holy hand grenade ( monty python reference ftw) if you don't have the perkit will just be a mini nuke which is still pretty awesome.
