The lab is in the brotherhood of steel citidel. You will gain acsess once you go thrugh the tunnel to escape the enclave. Ask elder lyons about it and he will tell you to see paladin gunny in the baily. I have no idea where the baily is ( I am not even sure that it is in the citidell. Hope it helps ;p

You will find Paladin Gunny in the courtyard of the Citadel where the new recruits are training
