Only in between missions and such, but I do think there is a mode where you can "Test Drive" vehicles as you buy them... I don't think there is actually a mode like "Free Roam" or "Take a Ride." Although, I have heard rumors about a free roam in the multiplayer.
There is a free roam mode in story mode inbetween missions bu you cannot drive in Tanners car their are cars like it though
After you beat the main story tanner's car will be in the shop for 1WP buy it then you can freeroam as much as you please in tanner's car
