How can I kill a riot sheild without explosions?

If you're talking about campaign, there is no way to kill them with explosives except for throwing a stun or flash grenade and shooting them while stunned or flashed.
In multiplayer: Shoot at their feet, get behind them, etc...Or go Rambo on them and hope to hit?

I know you said without explosives, but still I'll tell you that Semtex is extremely effective against them.

The only down fall about using Semtex is that the Riot shielder's could have a Blast Shield on, meaning the Semtex won't kill them even if it "Sticks" them. My suggestion, AA12, Spas-12 or run behind and knife. That's how I always do it. Also, my friend told me that an FMJ Deagle (Desert Eagle)can pierce through, I don't know how true that is, but it's worth trying.
