If you're speaking about Online/Offline multiplayer;- the answer is no. The only attachment that the SPAS-12 has in online/offline multiplayer is the suppressor/silencer.

The "Dragon Breath" is just a Spas with a different type of ammo, you can not get it any other place.

No. You must take all of the guns to the Pack-A-Punch for their PAP equivalent, with exception to the dual pistols, which you get the upgraded version of when you go down in single player whilst having Quick revive.
