I have collected every treasure chest in this game I the head still eludes me....not impressed sphynxx answered:
Shrunken Heads, along with every other sellable item within the Assassins Creed; Brotherhood universe can be obtained by looting killed people as well as from the treasure chests.
If you're wanting to find more, I suggest going to the Art Merchants (or Tailors, I can't remember which sorry) and buying the Treasure Maps. They have every treasure location on them for a specific area.

I have very treasure chest in the game and the shrunken head still eludes me, I am not overly impressed
