You don't, that is not a crossbow, they were throwing knives, you get them on memory block 3

They must have planned crossbows but it must have proved difficult. So they took it out and replaced it with throwing knives.

The crossbow has been replaced by the throwing knives. The scene is made one year before the game and it has been replaced because crossbow needs reloading and it becomes too easy if you use a crossbow. Assassins usually don't use a crossbow.
