Guys, first off there aren't any cheats for this game, so you're wasting your time. Second, the way to get the Partnership Deal with Carol, you have to beat all the region champs, and then Booke. After you beat Booke, Carol will call you asking you to bring him 1 million dollars. Once you do, he creates a deal, and everything in the Garage becomes free.
