It sounds lame but I checked what improves a player on fifa 09 I have only done three types of player so these skills might not work on other positions
Str: finishing,heading acc,short passing,volleys,dribbiling,ball control,shot power,strength,acceleration,sprint speed, reactions
Cb:heading,short passing,marking,slide tackle,standing tackle,ball control,jumping,strength,sprint speed,reactions,aggression,possitioning
Cam:short passing,finishing,heading acc,dribbiling,long passing,ball control,shot power,long shots,sprint speed,reactions,positioning,vision
These are all the factors that affect the individual player types buti uselly put the non-affecting factors to 30 exept stamina which I put at 50

Firstly, you must pay attention to your signings. If you are in Coca Cola league 2, then go to transfer central, search, detailed. The filter you will want is: Min value 60-65 position: whatever you need, transfer status: listed.
Next you have two options. You can either pick whatever you want, or harvest some young talent by setting age to 20-23. There will normally be plenty of players up for grabs. Replace your worst players first and work your way up. If a high profile player (say overall 72) is on sale for the amount you can afford to spend, buy him. Next, seeing as you are in a low division and these generous sponsorships that FIFA give us give you way above your current wage bill, you will want to be putting the player wages that you want to buy to maximum. When you are done refurbishing your team, play/sim about 5-10 matches. Build up money,basically. Then, go to office, staff upgrades, fitness. You want him up to at least 8. 10 preferably as it means your players are fully rested for every match. Enjoy success
