On tranzit,open the door to the power station & turn on the power.then go to the entrance.look behind you and you should see a power symbol place down a fresh turbine in front of it and it go to the town area. Open both bank VAULT doors in the very last room there should be a revealed hidden entrance.the parts to build the PAP machine are in the secret room. You need a battery,table,and PAP sign.
